BUSINESS MANAGER

Jessica Mulheim serves as ELK Development’s Executive Assistant to the CEO. Jessica has over 12 years of experience in development and construction management; most notably in rural affordable housing and K-12 school bond construction.

Prior to joining ELK Development, Jessica supported the CEO of Highland Property Development where the focus was on revitalizing existing rental properties at risk of conversion to market-rate housing. Jessica gained a depth of understanding in financing developments through a combination of federal low-income housing tax credits (LIHTC), tax-exempt bond financing, federal and local governmental loans, privately placed debt, and rental subsidy programs.

Before Highland, Jessica was the Director of Communications and Marketing for SGI Construction Management, a program, project and construction management firm specializing in sustainable facilities for Public Agencies, throughout California. At SGI, Jessica led marketing strategies and campaigns, branding, web content development, public relations, and strategic event planning.

Jessica holds a BS in Business Management with an emphasis in Marketing from University of Phoenix.
